Launching a phase creates a Linear project on first run, then fans out issues + sub-issues for every team member who owns part of that phase — speaker, designer, growth, ops. Configurable roster + due-date offsets mean phase 4 lands assignments two weeks before the webinar; phase 5 lands them the day after.
